Presidential Memorandum — Presidential Determination Regarding Waiver of Restriction on Providing Funds to the Palestinian Authority
MEMORANDUM FOR THE SECRETARY OF STATE
SUBJECT: Waiver of Restriction on Providing Funds to the Palestinian Authority
By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 7040(b) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2012 (Division I, Public Law 112-74) (the “Act”) as carried forward by the Continuing Appropriations Act, 2013 (Public Law 112-175) (the “CR”), I hereby certify that it is important to the national security interests of the United States to waive the provisions of section 7040(a) of the Act as carried forward by the CR, in order to provide funds appropriated to carry out chapter 4 of part II of the Foreign Assistance Act, as amended, to the Palestinian Authority.
You are directed to transmit this determination to the Congress, with a report pursuant to section 7040(d) of the Act as carried forward by the CR, and to publish this determination in the Federal Register.
The White House is not alone in funding Hamas as Iran funds them as well – http://www.foxnews.com/story/0,2933,185662,00.html. The White House publicly stated that the U.S. would not do so unless Hamas met these requirements.
United States said it would not provide aid to an authority governed by Hamas until the group renounces violence, recognizes Israel and agrees to abide by existing agreements between Israel and the Palestinians.
Oh, I forgot to mention that it was the Bush administration that made the above no funding pledge back in 2006. Obama sees things a bit differently these days, doesn’t he? Renounce violence? Recognize Israel? Maybe not so much. Perhaps Obama misunderstood when he used our now dead Ambassador to Libya to funnel weapons to Hamas to use against Israel?
For those that like to get so vehemently worked up whenever Obama is tied to funding and arming his favored organizations abroad such as the Muslim Brotherhood and Hamas, do your homework. Fatah and Hamas may have been separated in years past, but that is changing as we speak. A unity cooperation will be implemented after the initial agreements were drafted in 2011. Of course, Hamas will continue to provide humanitarian aid to Palestinians as it has in years past. However, that cover story doesn’t erase the organizations penchant for terror and violence. Those who like to loudly proclaim that Fatah’s Abbas will always stand firm against Hamas’s Meshaal and that the U.S. would never ever allow funds to end up with Hamas are simply delusional. Those same people would likely claim that the F-16’s given to Egypt could never possibly be used by the Muslim Brotherhood as well.
History exposes those who blindly follow ideologues such as Obama. It will in this case as well.
